The design for the new Prime Minister’s Lodge is set against a background of historical and local precedent. The status of such a proposed building necessitates it to be conceived from a departure point that is not self-referential but rather one that abstracts various notions and ideas and synthesises them into a cohesive and evocative building form.

The design approach emerges from two key ideas. The first is that of landscape as an ordering principle. Based on the understanding of the historical precedent that underpins much of the development of modern landscape and urban design, the establishment of some form of geometric constraint upon the site enables a level of rational planning to occur. Accordingly program can be allocated as required whilst the geometry also provides points of destination within a varied and dispersive site. The ordered landscape and the natural landscape intersect at various points creating distinct local environments.

The second idea, that of the built form is seen as an element within the landscape. Given the extensive brief requirements of such a building inevitably its interaction with the site is significant. By definition the Lodge requires presence; the house need evoke the inherent sense of its importance without denial. In acceptance then of this fact, the approach has been that the bulk of the house’s program is located on the site itself and is part of the landscape. The building enclosure, which takes its cues from the solidity of its various government house counterparts is then elevated, touching the ground only in discrete places and in the ‘lightest’ possible way. The sense of visual connection from the house out into the landscape reminds of nature’s dominance over humans rather than the other way round. 

From the exterior then the building adopts a distinctly solid appearance above a transparent base indicating its intension of providing shelter to the inhabitants. Internally that effect is perceived in a similar manner but with the always present permeable connection at ground level to the exterior. The distinction between interior and exterior is not blurred but defined and proclaimed as a legible and necessary condition of modern living.</description>

The building is conceived a series of spaces under one roof; a direct and simple approach that is deemed to be identifiable for the public and as such relevant to them. The roof has been abstracted in form from the historical context of local saw toothed factory buildings in the locality. It floats above the podium level, allowing the main library level to remain open and transparent ensuring the sense of invitation and accessibility is clearly maintained. Visual activity is therefore implicit in the design; the podium is an extension of the plaza and is the main hub of the library. The large library hall (reminiscent of St Genevieve) on the first level opens to the plaza and the interaction between the two is constantly apparent. The plaza is a vibrant living environment designed as a public urban garden that is participatory and active. It can change with time and use and is to some degree ephemeral in nature. It is a place that is instructive; capturing the history of Green Square whether literally in designated information plaques or more abstractly by the playful interpretation of long lost industrial chimneys reborn as a sculptural landmark, a clock tower, a beacon or urban art.</description>

The competition brief called for extensive additional library amenities while retaining the identity of the iconic Asplund building. Our proposal involved the demolition of a number of annex buildings that have been added to the library over the years. We then proceeded to extend the podium of the library, and subjecting this extension to a series of transformations. The section adjoining the Asplund library was depressed, to further frame the historic building and to allow a free view to Observatory Hill. It allows opened up the possibility of pedestrian movement across the library site to the hill. The western edge of the podium tilts upward to contain the library complex and to connect the raking podium to the adjoining Diligentia complex.

Observatory Hill benefits from this proposal in a number of ways. Having opened up the view from the Odengatan people can move across the depressed roof of the extension to the hill behind, from where they can wind their way up to the new Observatory Restaurant.

The proposal is completed by the library tower, whose form echoes in a contemporary manner the reading drum of the original library, as well as the scattered landmark spires that define the Stockholm skyline. Its form is distinctive: two perforated drums wrapped in transparent material. The circular form provides the minimum surface to enclose the building, which limits the apparent bulk and solidity of the tower.

The planning of the scheme commences from the depressed podium. This provides the opportunity to create an entry into the centre of the resulting complex, drawing in visitors who have passed the library façade along Odengatan and then crossed the library roof towards Observatory Hill. The new extension connects to the existing via the south wing. This seems the least obtrusive point of connection: it also allows the South Wing entrance to be reactivated and reinvigorates the connection to the library’s park and pond

The competition brief called for a new library for the Mexican city of Guadalajara, and serving Jalisco state. The project carried many cultural overtones, and presented the possibility of engaging with the cultural heritage of modern Mexican architecture and cultural aspirations.

The working concept for our proposal derived from certain tendencies we read into the brief. Foremost among these was the staff-intensive nature of the collection arrangement. The brief explicitly asks for a ‘compartmentalised library’, that is one with discrete collection areas with dedicated support spaces and staff. Given the stated intent of assisting literacy and library usage for the State, the help-intensive layout reinforced the centrality of the library staff in the functioning of the library at every level. This stood in contrast to the user-driven functioning and integrated, compact shelving of the collection in recent libraries such as Seattle.

We also wanted to retain something of the quiet, low intensity movement of large libraries. Mindful of the enormous effort that the processing and circulation of books entails, we reinforced the distinction between staff and users, between those whose days are devoted to ordering and making accessible the collection and those who arrive regularly or occasionally as users or borrowers.

Thus arose the scheme’s commitment to separating service areas and the collection to the point where the staff and service areas, as far as possible, were contained in a discrete band with an autonomous circulation system. This eliminates the need for staff to constantly pass from closed to open access areas within the library, as well as the numerous security checks this entails. This discrete band wraps around the collections and public areas, with sorting, book circulation and administration taking place along its dense circulation. Collection management is veiled – only sorted books need be transported to the open collections. The external from wrapping around the building also evokes the multicoloured feathered serpent deity Quetzalcoatl, patron god of learning and knowledge.

The location of the building across the entry to the plaza presented a dilemma. As the building is required to serve as entry to the plaza and associated buildings, we decided to keep the plaza entrance along the eastern face of the library. Thus visitors to the plaza and complex need not pass through the security line or the climate control line of the library in order to enter the plaza. Their proximity to the library entry and the extensive use of glazing at ground level allows these visitors to brush the library spaces and become familiar with the interior volumes

English Language School, Municipality of Santa Cruz, Sao Tiago

Some time ago we were approached with a unique proposition to design and participate in the building of an English Language School for a town in the Cape Verde Islands. Our client had managed to secure a 9.8m x 9.8m corner plot in the town and his simple vision was to build a place where the local community could be taught English, to afford greater opportunities for education and future studies overseas.

The brief was onerous calling for a number of classrooms, a canteen, administrative office, a library and living quarters for visiting teachers. It quickly became evident that the building was to be more than a school; it was to be a central part of the town, a surrogate town hall. Cape Verde retains the sense of community where boundaries are more diluted and interaction between people is more open and intimate. It became clear that one needed to discard preconceived notions of possessed space and approach the project from a completely different standpoint. The critical factor in the design was to not close the building off to the street and allow free access up and through, making it a genuine public domain. This gesture, at its core, resonated with the way of living in the town. The organization of what seemed like an impossible program then became immediately and easily informed by the need that drives it.

Conceived around the notion of the corner as a dynamic point of intersection, the stair was positioned so that it not only articulates the corner but also acts as a social space in the building, and becomes a place of meeting. The stair is seen as a series of levels of public open space that extend the street vertically and then connects to the landscape beyond via the roof terrace. Similarly the ground floor is an open parti, it is a space that belongs to the occupants and to the public simultaneously.

As a former Portuguese colony, Cape Verde was deforested to excess; as a result new buildings are built of concrete frame and infill block walls. As a community based project all labour was to be local and part of the construction process was to educate the local youth in building trades, continuing the vision of the project being entirely about empowerment and learning.

MASQ have been commissioned to design a new cafe/restaurant, with upgrade to the adjoining amenities block in Lyne park Rose Bay. The site is close to the existing ferry wharf which services commuters from surrounding areas directly to the city. With increased demand and the new upgrade works to the wharf well underway, Council's initiative to insert a commercial facility into this fairly benign area of the park will instill some much needed amenity and vitality to this precinct.</description>
